Yes ,You can get direct admission in second year of college of engineering pune.you should have minimum 50% marks in your diploma. But merit will count so as much more percentage you have your chances are more because seats are less.
Based on last year closing rank data, with your rank you are eligible for most branches at Sikkim Manipal University. You can also get in some branches of Manipal University Jaipur. You should opt for Jaipur Campus as it is far better than SMU.

you may try in NIT Sikkim, according to me, there is no chance to get admission for general with this marks in any NIT.

It is clearly mentioned in the notification of VITEEE that candidates having less than 60% at the intermediate level and belonging to the general category are not eligible for the test!
