If you didn't get a college, then its fine. You can participate. But if you were alotted a college and even then didn't pay the fees, it means you rejected the offer. So, you are out of the councelling procedures.

Iam sorry to say this but with this score it is highly impossible to get a MBBS seat in India.I would rather suggest you to appear for NEET exam once again next year with much more preparation.

See as per your Marks-155 which is very low it is difficult to get a Government Medical Seat even if you have a state quota and another quota if applicable. You should have maintained a score above 550 to be on the safer side.
