You can pursue a certificate course of law or a PG diploma course on law in distance mode, but NO you cannot pursue LLB in distance mode since BCI does not recognise colleges offering LLB in distance mode and you will face problems at the time of registering as an advocate and the eligibility criteria is to have completed your LLB from a BCI recognised university.
The answer is No. IGNOU has only one exam annually. There is no semester system. The exams are conducted twice a year July and December. You have to appear for any one of them.
Now about your second question. Since you have failed to attempt July examination, you can appear in December examination. Any student who fails in exam or couldn't attempt the exam 1 is eligible to appear for exam 2 (December).

Hello student yes as you know FMGE application form is Rs 5500 you need to pay it online as you said you didn't paid that yet so just complete your application form by paying the application fee once you successfully pay the amount it'll automatically submitted and you'll get a notification on your registered mobile number /Email address.
Make sure you pay the application amount before the last date which is 31st October.
