yes it is legal that you pursue two courses from different university simultaneously. but also make sure that one is from regular mode and the another one is  from distance mode.also remember that one can not pursue two courses simultaneously in regular mode.

Yes, distance learning mode is available for PGD in Intellectual Property Law. You can opt for part time option offered by various colleges for weekend classes. You can go with LPU, they offer part time course in the same.

Yes , both your b.ed and masters degree are valid dear.

This is because as per rule one cannot pursue two regular courses at the same time but one can pursue one regular course and one from open university etc.
