yes,some PSU will need 65% of marks for their recruitment and some need 60%.each psu's having its own eligibility criteriae,they will calculate 65% as from your 1st semester marks to last(8th) semester marks and then it will be divided by total marks.

GATE cutoffs for PSU recruitment are based on many factors like the number of applicants, number of posts that are vacant, difficulty level of the GATE papers etc. The cutoff scores for PSU Recruitment vary from PSU to PSU also.
