Here I simplified the codes 

Code 1 - 12th students giving their boards in 2019 

Code 2 - 12th passed out students 2018 without gap in between 11th and 12th class

There are opportunities in PSU's like MECL, Cabinet Secretariat Govt of India etc on the basis of Chemistry. You can apply to them if you clear the exam and fulfil their respective eligibility criteria.

No GATE scores For PSUs are valid for Only one year, therefore, You need a fresh GATE score to be eligible to apply for GATE, for Masters they GATE scores are valid for three Years, So if You are interested in PSUs then you need to again appear for GATE

80+ is the marks scaled down in GATE civil engineering as cutoff marks for PsU ubder General category.

Marks are slightly lower for OBC, Sc and ST category . 

Civil engineering and Mechanical engineering are nost sought out for core PsU and hence cuttoff is higher for their specail skillsets.
