As for your question, the PSUs do accept your GATE score as Paint Technology is considered to be a sub branch of Chemical Engineering, but the opportunities will be lesser as compared to core Chemical Engineering candidates.

Gate rank is the most important factor undoubtedly, if you have a good gate rank than your college scores doesn't matters. PSU's in taking through gate don't looks at your BTech scores. Your Gate rank is the prime factor.
Also if you have a good Gate score and

This is heavily dependent on the number of internship opportunities you were given from college or which board your college was affiliated to. Suppose the board affiliated to your college is UGC or AICTE, then you need to have completed a minimum of 3 internships. Also having internships
I believe that you would be eligible since you are doing a Btech Course which is the only thing necessary for Btech for more information you should confirm this with your faculty also.
