Hi Sravani, the cutoff varies every year based on various factors like number of seats available number of test takers difficulty level of exams etc.. However going with the past cutoffs, there would be only less chances for PSU like,  

1) AAI 

2) NTPC

You have not mentioned you stream so we can't predict accurately. But for 498 score you have very low chance to get any of psu for any stream. You may get some of college for further studies.

yes you can attened to interview if you get psu then they asked to submit the degree certificate

before that their no need to use of degree certificate.
