sir,if I will rank good in gate in my final year but will not get degree certificate at the psu application time can I give psu interview???

yes you can answer the interview. The PSU will ask you to submit the degree certificate if you get selected Ask your college to provide you with provisional degree certificate. You probabily will have to fill a form.
