It is difficult for your sister to get into IIT'S for your sister. Although do not loose hope , you may get into IIT'S due to seat availability.

The minimum percentage to get admission in NIT or IIT is 75 percentage in board exams without this you can surely sit for allotment but you will not pass through the document verification stage hence I advise you not to repeat 12th but to apply for private colleges

You are eligible. As far as I know, you have to be in top 20 percentile of the year you gave your boards. So, most probably you are eligible for next year as well. If this is what you meant.
