Apply for lower branches (sciences,biotech,metallurgy,geology etc) in all old IITs.Give the order with importance to your wanted branch and their cutoffs by checking the previous year cutoffs.
You can also try giving options in new iits too,but possibility of getting core engineering branches is very low but

I am sorry to inform you that according to me you have no chance of getting into government medical college through AIQ.You may get a government medical college MBBS though state quota if you are in a reserved category like SC or ST.

Yes You can get admission in government universities with this rank .
You can also avail seats through home state quota and get better colleges.
You can check the previous years cutoff to get better idea.

Since you have given JEE Advanced and secured a rank of 2920 , it is very unlikely that you will get an IIT .The ranks also differ for different branches. Here are some of the IITs closing rank for SC category -
