Hello,
If I consider previous years record, then the chances to get admission in government colleges are mild.
The last year's cut off marks for general category was 469.
There is no loss in trying, because the cut off vary every year depending upon the difficulty level of the questions

With this rank, you have a very futile chance of getting into the government colleges as they generally close at the rank of 10000. 

Also, it is not preferred to go for the Dual degree through UPSEE as the placement statistics are not well.

Your anxiety regarding admission is understandable. DU is a central university which has a lot of work happening about admissions and otherwise. We need to give them the required time to do things correctly. The final rank list is expected to be out by this week, maybe tomorrow.

Yes you can get a Govt. college. You should try for Dr. Shakuntala Misra National Rehabilitation University, Lucknow as there opening rank(OR) and closing rank(CR) for the year 2018 was 550 (OR) and 6350 (CR).
