Well dear I have never heard of such gap certificates,institutes don't ask it normally.But,if their is a particularly university and you have to take admission there and they are asking for it,then you may.

The NIT tag is an important tag that is generally preferred over other government colleges. According to JOSAA, the eligibility criteria for getting into any NIT is that one should have at least 75% in class 12 board exams.

No SIES doesn't consider MAT Score .In sies admissions are through CAP only and CAP does not considers MAT score it considers CAT, CMAT,XAT and CET .If you want sies apply through CAT, CMAT , XAT CET scores or look for any other colleges for admissions

You have not mentioned your state so it is quite difficult to predict exactly. However, generally, with UR category and 298 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible.
