Definitely you can take admission again after cancelling your previous admission. The Delhi University has set no such limitations where a student can not change the college or take re admission in any college of the choice.
So if you are a NCWEB student than you can do the mentioned changing of college as a new student.

As you can go through previous year question papers too , it is noticed that there is no change in the exam pattern . It is advisable to go through previous year question paper and to solve plenty of sample papers to be sure of the question pattern , also you can improve your time management.

I am extremely sorry to tell you dear but you are not eligible for JEE mains 2021.
This is because,
One is eligible for giving JEE mains only for 3 consecutive years from the year of passing class 12th board examination so if you have passed in 2018 , you were eligible for JEE mains 2018 ,2019 and 2020 only
For example,
Eligibility criteria says that to be eligible for JEE mains 2021 for BE or Btech you just must be either appearing for 12th board exam in 2021 or should have passed it in 2020 or 2019 with Physics, mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.

Basically it is depends on every state policy so you are from uttarpradesh, according to up government policy there are no need to renew caste or residential Certificate for several years but it is better for you issues new certificate so that it will be helpful in future.

I guess your question is whether the cutoff marks mentioned in careers360 for various exams and colleges are as per 2019 or 2018.
Usually cutoff marks of different colleges and institutions of previous 3 to 4 years are given. It will be mentioned above the table explicitly. And regarding the exams, these are the cutoffs that you can consider even for 2020.
Eligibility marks donot change significantly over years.

You need to carry latest caste certificate issued by the Govt. Because what you have carrying right now it have have expiry date you can check that in your certificate.
From the date of issued to 6 moths it has validity.

Unlike GATE, GPAT exams the validity of TS ICET is one year only. So with the rank secured in 2018 can only be used to take admission for the academic year 2018-19. You cannot use 2018 rank now to take admission. You can use your TS ICET 2020 rank to get admission for the academic year 2020-21.

This is about General Category and the cut offs increased inspite of the increase in the no.of Colleges at Basti, Ayodhya, etc. Having said that, this is based on 2019 data and cut offs change every year. joining a college that is just started is not at all a problem and is fine. but the problem is they dont have highly experienced faculty, or a very well established labs and theatres. but you will be a new set, and thus have a less fees or donation (since they dont have that much reputation). but if it is a branch of a reputed college, or affiliated to a big university, then fine. you can join there. you can see the review anyway
