The latest criteria declared by the JoSAA Authority are to be considered during admission process. Top 20 percentile criteria means the candidate has to overtake 80% students to be among top 20 percentile. It changes every year as the performance and question level changes.
But a student is considered to be in top 20 percentile in his or her batch only. Suppose a student passed 12th in 2018, then his or her top 20 percentile will not be compared with the batch of 2019.
If the student is in top 20 percentile in his or her batch then he or she stays in top 20 percentile. It can not be changed.

I am sorry but with 39674rank it is difficult to get government seat in pharmacy course.
You need to get at least 10k to get government seat in kakatiya university or Satavahana university with sc category.
You can easily get bpharmacy bcategory seat in telangana state

It's a very good college try for it don't waste your year. The fees per sem is about 60k-90k.

Unfortunately no, Farah. Your NEET score is valid for 1 year if you want to study MBBS/BDS/Ayush/B.V.Sc in India. But if you want to study MBBS/BDS abroad, your NEET score is valid for 3 years and this rule has come into force from 2019. And so with your 2018 NEET score, you cannot participate in Counselling for the year 2020. For admission to MBBS, BDS, Ayush and B.V.Sc courses, you have to appear for NEET 2021 again.

Firstly caste certificate of any year is valid only after telangana and ap seperated.If you have caste certificate before that kindly apply one.If you have the cerficate after is bifurcation no problem you can take that for certificate verifiaction because the caste doesnt change unlike income cerficate.
The only thing that you need to get updated is income cerficate because it may change every year.income cerficate must be updated as for after jan 2020.

The caste certificate is issued mostly once , it is re-issued only in the case of loss or theft.
So surely your certificate is valid and it will be accepted.
But if the college have given any criteria of selection of certificate then it must be taken in view , like the income certificate must not be more than 2-3 months old.

Their is no fix time for the certificate generation.it will depend on the process of govt. If you have good links with staff of SDM office or with sdm then it takes less time to generate it but otherwise it takes some time to generate.but no fix time for this.so please visit SDM office for your certificate and request them to make it as early as possible and request to SDM that it is your future so please generate it immediately.i am sure they will definitely helps you.
Also request to college or counseling authority to give you some days to prepare caste certificate.
