For IAS preparation it doesn't matter from which stream you've come for. The exam that's conducted by UPSC for IAS is totally based on general awareness and whatever subject you've chosen. It's a knowledge friendly exam and tests your capability. The eligibility criteria is that you must complete your undergraduation before competing for IAS.

You can apply for Airforce after graduation. There's a national level exam known as Afcat for Airforce. The eligibility criteria is B.Tech/BE from any recognised university or any degree from a recognised university with Physics and Maths in +2.
But since you're from Arts, you can apply only through special entries like logistics and management but for that you are asked to complete your post grad or MBA.

To become an IAS officer you should appear for UPSC exam and should qualify it and to appear for UPSC you should be a graduate from a recognized university.Your 12th course does not matter here it can be science,commerce or arts.
