No there is no Spot round counselling for MHT CET counselling. State CET Cell, Maharashtra has started choice filling for round 2 MHT CET 2020 counselling. Candidates can fill choices for MHT CET counselling 2020 round 2 till January 23. The MHT CET round 2 seat allotment will be announced on January 25. Accepting seats and reporting to allotted institute is between January 26 to 31, 2021. The Cut-off Date for all type of admissions for the Academic Year 2020-21 is February 5, 2021. There is no spot round counselling. The round 1 result of MHT CET 2020 counselling was announced on January 13.

First of all, don't be upset. You can maintain your CGPA, if you do some smart work and some hard work. Both are necessary here. Don't worry, if your 1st semester goes bad. Now its time to focus on further studies.
Now, if its your 2nd semester, then start studying from the very first. Make proper notes, and also follow some good books. Regarding the books, you can ask them from your seniors and from your teachers as well.
Below, I am listing some best books for 1st year CSE students.
Don't go too much deeper in these books. Read only some level above the exam level. It eill be enough for you. Check your previous year question papers for your branch.
See the exam pattern in them, and solve as much problems as you can.

EEE at JNTU Vizianagaram has a very strong curriculum, at par with JNTUK and provides effective engineering education. The institute has good faculty, infrastructure and other facilities. However, placements at EEE are quite bleak, with no more than 40% students being recuited from campus. Some Top companies like TCS, Cognizant, Infosys did take students from EEE, but there were hardly any Core Companies.
Hence, you may go to JNTU Vizianagaram, but you must prepare for GATE EE in final year, followed by Postgraduation from some of the Higher Technical Institutes in India like IITs, NITs, BITS Pilani as well as Top State Engineering Colleges.

The college is a good place to study but it cannot provide decent placements.Infrastructure of the college is good with modernised labs and classrooms.Moreover the college provides a peaceful environment to study and the faculties though not highly qualified but are helpful and knowledgeable.The college provides excellent campus life but poor placements.

yes you can pursue BA or BSC after your diploma. also, there are many universities which provides an option to directly enter into second year of the undergraduation degree (lateral entry) such as christ university banglore, st. xavier collegemumbai, hindu college etc.
But you cannot writeany government exams such as UPSC , for these examsyou need to follow 10+2+3 pattern.
