I'll suggest you to check top 20 percentile cutoff of your board, if you haven't cleared that then it is tough to get seat through centralized counselling as you don't meet the eligibility criteria.

If you are ineligible through centralized counselling then go for local counselling of GFTIs

If you do have the verified caste certificate and domicile certificate from Bihar, you shall be considered as a BIHAR state student. However, if you live in a different states for a period of, say 10 years or so, you are eligible for that states' domicile as well.

Your admission through NATA is based on your merit system. Divide the NATA score by 4, and your CBSE result by 2, and add them to find your merit out of 100. Normally colleges accept a student who has 60+ merit overall, and sometimes colleges even go for lower

Follow your passion. Marks are mere numbers. Skills are what that is important. Find what you are passionate about and apply for the courses in that stream. There are some universities in India, which values involvement and interest rather than marks.

No, I wouldn't say problem per se, but most institutions need a 75% or more cut off from your 12th results, so you'll mostly be able to apply to most colleges. It also depends on your score at entrance exams  like JEE Mains, and most colleges give more importance
