If you wish to pursue BCA form the government institutes in Delhi you have to appear and qualify in the national level entrance examinations. You also have to calculate your best of 4 subjects marks and apply for the various government institutes based on your best of 4

Sorry to say you that your question is a bit stupid. This does not make any sense. No institute can guarantee you 100% success rate as IITs have students from different states, different sections of society, etc. This in itself is proof that no institute can give 100%
