The criteria for CSAB special round is the same as JOSAA main rounds.
There is no relaxation or separate rules for this counseling round. All the rules and eligibility criterion is the same as those of the first main rounds.

In order to tae admission in Haryana government medical colleges under 85% state quota you have to produce your Haryana domicile certificate. However to obtain this you need not to pass 10th or 12th ffrom Haryana. The only criteria to get admission under 85% seat of haryana government

You are eligible to get seat base on your 12th board mark, because 50% in 12th board can eligible to get a seat.
But based on the CET rank you can able try for it. So apply for that but not sure for you will get a seat.
