Hello Abhishek. No you don't need to submit income certificate at the time of counselling or exam.But if you want obc certificate for jee mains and advanced counselling then you need to submit your family's income certificate.For details you can check jee mains faq section.

To get any government college, you must have 65% marks in PCM because you belong to SC category. And also it's very hard to get a government college with this percentile.
