You are on the border line of crossing the Subject cutoff for JEE advanced as the subject cutoff for JEE advanced 2018 was 12 marks.

It's totally your choice. Although the best option would be to go along with your class 12th stream, a course which you have good basic knowledge of and can easily go through the material at a later point in time when you have to start your preparation for UPSC.

To convert your CGPA to percentage you have to multiply your CGPA by 9.5
In your case you have gotten 8 CGPA so if you multiply 8*9.5=76%

Admission to medical colleges is done through NEET only. For getting into any medical college, your class 12th score won't help. For getting into any government medical college, you should have a score of 450+ in NEET. Also, the competition for those seats in government colleges is very very high,
