Yes, you are eligible for government engineering colleges with 83% in 12th. But, you will also have to clear the entrance tests or JEE mains.

You can apply for iit as well.

As per CBSE, since result was declared on 2nd May, 2019, the improvement forms are going to be made available in the month of October,2019. The candidate needs to visit www.cbseonline.ernet.in/pvtform/ to apply online and pay required amount to recieve admit card.

I'm afraid that I have to put the reality here. According to JEE Advanced guidelines, the apllicant must have secured atleast 75% in class 12th board examinations to apply for JOSAA Counselling, i.e., to get into IITs, NITs etcetera. I would suggest you to either apply for board
