I am afraid to say but according to your 12% you are not eligible for josaa counselling(as per cbse or india level board),so you cannot get colleges of national importance like nit or gftii.

But you can try for  colleges in rajasthan such as skit,poornima college,rtu,amity.You can check

Satyawati though an off campus college but still be among the good colleges of du. It has decent faculty and almost good crowd as well. Don't wait for the next cutoffs to come instead take admission in whichever best college of du you get and  your seat atleast. If

for getting admission in IIT bombay you have to secure rank under 600 for general category and there is some ralexation for other category but for getting CSE you have to secure your rank under 100 , hope you understand please upvote it and for getting this rank you have

46% is quite a low score to get admission in Bachelors of Commerce in universities. Even for ST category, the cut off does not go below 60%. So, chances for your admission are very low.
It is better if you look for universities which conduct entrance examinations for admissions.
