Sir I have obc rank of 40806 in jee mains and 78%in cbse 12 class can i get admission in ipu USit or MSit but my school was in gurugram

Hi 

You have a good rank in jee mains and for admission in Top branches such as CSE you should go for lower IIITs and NITs as there sre more chances also you have a decent intermediate percentage which will help you a lot.

Admission in Panjab University, Chandigarh for tge course of BA/BCOM LLB is done on the basis of both your result in 12th boards and entrance exam. 50% weightage is given to both the scores.
So as your boards percentage as well as your entrance exam's score both matter equally.

There are a lot of Government universities in India,  each having different cutoff.
Sorry to say,  but it's a bit difficult to get a good government college at such marks. Reputed Universities like Delhi University,  Jamila University has very high cutoffs.
You should better try for entrance exam based universities
