You have to make a domicile certificate as per the rules for the state quota seats to pass in the verification test after declaration of NEET result.For All India Quota seats applicants are not required to submit their domicile certificate.
Domicile is needed for the 85% seats for state students.

If you have domicile then yes you can apply in REAP counselling. Improvement is not an issue as they may only ask for a gap certificate. Also 10th boards is not a very big issue while taking admission in college. It is just for your age proof.
