Yes you can pursue math honors with a commerce background. Delhi University offers Mathematics Honors for commerce students also. It depends upon colleges which offers the courses.

The eligibility criteria for B.Com (Hons) in Delhi University is that a candidate must have passed 10+2 with Mathematics/Business Mathematics with 50% aggregate and must have passed in English/Hindi with minimum 60% aggregate. If any subject is mentioned for best three which is not in list B then there will a deduction of 2.5% on the aggregate of best four. Physical education is not listed in list B so if you include this subject then 2.5% will be deducted.

Any College in which you apply for using DU entrance form will cut 2.5 marks if you include Phyical Education in your best four subjects (except if you are applying for Physical Education itself). Yes, a student from commerce stream can apply and not only this but students from their streams can apply for it. The only requirement that is to be fulfilled is that one must have studied english till class 12th
You need atleast 85% in aggregate of your best four subject ( 4 out of 5 subjects of class 12 in which you have got higher marks).
To get admission in best colleges of DU you will need atleast 94% in the same aggregate.

it depends on college to college but mostly a college can only allow a student to persue this course only if he is from maths stream or he has taken maths as one of his optional subject in class 12th/till class 12th.
you need to have maths as your main/optional subject till class 12th.
