Yes, you are still eligible for NIT MCA entrance test as per 2018 notification stating that you need to have 60% in aggregate of all subjects. Since your previous semester results had been good, a bit lower percentage in one of the semesters would not matter.

a majority of institution accepts and quite a lot of them doesn't accept the degrees from open university but primarily the basis of such rejections are often due to age limits as well please provide a relevant context

Many of the top Colleges usually conduct entrance exam for admission where 50-55% is mandatory. If I talk about top private colleges, they too accepts students with atleast 50% in thier graduation. As per your percentage, you may try in private colleges. They will give you admission.
