To get back the fee you must have a strong reason like some medical issue with the legal doucments if you have a doucments then the chances are there to get back fees and some of have strick rules and they have to follow and they will won't return

No, It wont be possible. You can do BCA only if you have min 50-60%in 12th (any stream ).
