Let me tell you that this facility of changing colleges is not available in most of the colleges only colleges like vit use this facility.

For more clarification I would like to tell you that you can change your branch in a very conditional scenario.

Hey Jasmeet! Definitely yes it is essential to pass in sessionals separately. But don't worry for the sessionals as all the sessionals marks are in the hands of the college and any college wouldn't spoil their results. Just focus on the semester end exams. Hope this may help you.
