This depends on the Course that you want to study in India. For example, for Candidates who want to pursue Undergraduate Engineering programmes offered by NITs, CFTIs and Punjab Engineering College, admission is done through DASA. This stands for Direct admission of Students abroad. But if this is regarding MBBS, BDS, then there is a separate quota for NRI Cadidates which is upto 15% under All India Counselling and also 85% State Counselling. You do not need your parent's domcile certificate for that. Those Candidates who wish to apply under NRI sponsorship must have a blood relation to the financial supporter whether it is the mother. father, sister, brother, aunt or uncle. For this, the documents you will need are Valid passport, Student visa, NOC from the Ministry of External Affairs, Non-Objection Certificate issued by the Ambassador, Vaccination Certificate , Health Certificate, Health Insurance Certificate, Community Certificate, Community Certificate and other academic documents.
A domicile means a legal claim over the residential status of a particular region. A certificate that helps you prove it is called a domicile certificate.And in turn this helps you in getting home state quota for academic pursuits. The eligibility criteria for applying for a domicile certificate vary from State to State. We understand that you belong to Maharashtra and hence this answer is being written in that perspective. In Maharashtra, it can be issued only by District Magistrate/Metropolitan Magistrate/ Additional District Magistrate or Competent Authority. There are 5 types of Maharashtra State Candidature. Iam very sorry to mention that with the 299 marks in NEET you don't have any chance of getting any of the courses and firstly you did not have mention the name of a course you want to take admission for. Do let me tell you with the 299 marks you don't have chances of getting any of the MBBS BDS or ayush courses.

Compared to 2019, the NEET 2020 cut offs have changed considerably higher than expected. With the top score being 720 which is 19 marks greater than 2019's top score, it is difficult to predict chances. we cannot exactly predict whether you will get an Ayurvedic seat with 378 marks since the demand for Ayurveda has been increased very rapidly and the cutoff also has been increased tremendously very high this year so for getting a seat in Ayurveda used at least have a safe score of 400 but since you have a score of 378 you are near to the line so I suggest you to try in all the counselling process till the mop up round maybe you will get the seat in any of the private colleges.
for getting a government college it is very very difficult to get with 378 marks.

If this is regarding NEET, then you necessarily do not require domicile for applying for Management Quota seats of Private Medical Colleges. B Category seats are also called Management Quota Seats and they are filled through State Counselling and the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. Here the fees is usually nothing less than 40 lakhs. So, for example, if you belong to Tamilnadu, but wan to study in Karnataka, you can apply for GMCs through All India Counselling and Management Quota of Private Medical Colleges through State Counselling. You dont need to fulfil the domicile criteria here.
