Withdraw of admission means you are cancelling your admission in a specific college. When you withdraw the admission, you're no longer into that specific college.
Based on my experience about the refund process of the Delhi University, the refund process is a bit time taking process.

Yes both the 15% All India quota and 85% state quota counselling for Delhi University colleges (with Vardhaman mahavir medical college) is done by Medical counseling committee. But for Indraprastha University ig is done by separate body or IPU itself.
