Congratulations for getting good rank in JKCET. According to last some years cut offs sorry to say but you have very less chances of getting admission into GCET. As this is the one of the most prestigious institution of Jammu & Kashmir so that the cut offs for this institution are generally very high.

both the colleges are very good and have good academics , campus and infrastructure as well.
the colleges have good placement rates as well.
you can take admission in any one them but you should know that Gujarat is known as the chemical hub of India. Hence the cutoff and demand for chemical engineering programme is generally high unlike other states.

Here is the eligibility criteria to get admission in GCET, Ganderbal
Admission is given to candidate who have passed 12th class examination with English, Mathematics, Physics and chemistry form J&K Board of School Education or any other recognized board.

Chemical engineering is a 4 year long undergraduate course which is full time.
In SCET :--
Eligibility: 10+2 with physics chemistry and maths with a minimum of 50% aggregate from a recognized board of education. Along with merit rank in GUJCET.
Facilities : the infrastructural facilities are really nice here. They have a world class library with more than 6000 books, a nicely established hostel for both girls and boys. Other facilities like cafeteria, seminar halls etc are also present.
Faculty : there are around 163 faculty members out of which 50 are phD holders and 3 are mphil holders. Each of the engg department has their own dean.
Fees is around 1.1 L for first year.
GCET :-
Eligibility: 10+2 with physics chemistry and maths with a minimum of 50% aggregate from a recognized board of education
Infrastructure:the college was established in 1996. Around 6 to 9 labs are present for chem engg department, along with other world class facilities.
Faculty: the faculty members are highly qualified and are really helpful to their students.
Fees is around 4.7 Lakhs for the whole course.
However, i'd suggest you GCET, as the placement record is better than SCET, almost 80-85% of the students are placed every year with the highest package of 17 Lakhs over 7 Lakhs in SCET.

The GCET 2020 results are announced in 9th july, 2020. The admission procedure if Don bosco Engg college are started now. May be the tentative dates are extended also because of this devastating pandemic situation of COVID 19.
