GRE and GATE are required to go for similar courses but that is only the similarity.
GATE allows you to pursue M.Tech from the Indian colleges like IISc, IIT, NIT, etc and it is also used for getting placement in PSUs. GATE in itself is enough to get admitted to a top college in India and doesn't really depend much on anything else apart from your GATE rank.GATE scores are valid for just 1 year so if you do give GATE.
GRE is an international competitive examination which is not just for Engineering colleges, but unlike GATE, you can even apply to B schools with your GRE scores.GRE is useful for those students who want to start their career abroad, may it be MS or MBA.
Both options are good but aimed at different individuals with different career ambitions. Do your research, understand what you want to do in life, take your time, and only then go for investing your time and money for masters be it from India or Abroad.
There is no specific eligibility criteria for GRE.

Verbal reasoning involves understanding meaning of sentence/word and selecting answers accordingly.
Quantitative reasoning involves using mathematical skills to solve problems with quantitative information.
Analytical writing involves providing responses with strong support/claim

Now coming to TOEFL, it is to weigh your knowledge in English. It helps you to cope up with the academics the mode of teaching where is English. Institutes may seek either TOEFL or IELTS.
TOEFL involves testing of abilities in reading, listening, speaking, writing. So you have to read certain passages/paragraphs, listen to conversation/lecture and respond, speak about a topic which they tell you to do (it can be opinion expression, about you/your surrounding etc), write essay/opinion.

The two multiple-choice GRE sections, Verbal Reasoning and Quantitative Reasoning, are each scored on a scale from 130-170 in one-point increments. The lowest possible score on each of those sections is 130.
Analytical Writing—the essay section—is slightly different as it is scored from 0-6 in half-point increments. The lowest score for Analytical Writing is a 0.
The minimum score in GRE terms, then, would be a 260 combined Verbal and Quantitative score with an Analytical Writing score of 0.

Yes you can definitiely apply for GRE with a year gap, but post writing your GRE once you shortlist colleges, make sure that you have done something atleast after dropping UPSC preparations so as to justify the two years extra gap, because having a too long gap without any reasonable explanation might make your chances bleak of getting through your desired college.
Yes you can definitely apply for GRE, this will not be an issue, but make sure that you mention the same while you write your statement of purpose and also try to do some courses during this year while you prepare for GRE, this will help you to fill up the voids in your resume.

I would suggest you to search on google , the institutes for GRE prepration in your city and visit them. In case you dont have any then youtube is the best medium for this, there is lot of content on youtube for GRE.
