To be honest you should contact the university for clearing your doubts, no one in will take responsibility if you will suffer.

Admission norms are easy,i dont think it will make any difference. Moreover,you get new marksheet after the improvement exam,so it should hardly make any difference.

yes non delhi students are selected based on the ratio as 85% for delhi students and 15% for non delhi students.

You have secured good rank and there seems high chances of getting college. Having a reserved quota like caste or delhi residency may increase your chances. Shri krishna college was alloted last year with rank 1500 under general other state quota.

It seems like you want to put sculpture in your aggregate formation in IPU elligibilty criteria. But here is the thing, it totally depends on your branch, if you are inclined towards engineering you won't be asked the 5th subjects information i.e. PCM+English is all that is asked.
