Hello Charu, you hava decent rank in IPU and surely you are eligible for most number college under IPU and as you want pursue in English Honours and it is not that demanding so might able to land yourself in best college providing this course. Just keep looking for it.

No the admissions in IPU from this year are done through JEE Mains and the counselling is done through JEE Mains score. 

If you want to get admission then you should apply for counselling whose registeration would start from 1st of July 2019. You should keep checking their website
