Honestly score is very high and to get admission in ipu top colleges will be very difficult.

I suggest you should have backup and apply for other university also.

Generally, the refund is carried out either by the admissions department or the finance department of the college so you have to apply there for the cancellation so that they can process your request and refund your fees. generally, it take  a time of 1 month at max
