HBTI is now not under UPSEE now it has now been converted into HBTU an independent, centrally-funded and autonomous university. HBTI was affiliated to UPTU till august 2016. From September 1,2016 HBTI is upgraded to status of government.
It depends on what branch you want to get admission
The cutoff varies every year depending on the various factor like No. of Candidates appeared for the exam, Difficulty level of the exam, Performance of the candidates in the exam, seats availability etc. So it would be tough to tell you the exact.

From last year(2017) onwards HBTU (HBTI) come under jeemains .
HBTU is one of the top university of U.P or can say top university of U.P.
When it come under UPTU then marks required to get admission in HBTU is 500+/600.

To get admission in HBTI Kanpur, the candidates will have to fill an online application. The exact schedule for HBTU admission 2019 is not yet released and will be released around 3rd week of June.

i dont know the list you're talking about.but HBTI/HBTU will accept UPSEE score for admission.HBTU admission is based on
