Directorate of Medical Education and Research (DMER), Haryana, is the conducting authority of Haryana MBBS 2021 counselling for the eligible candidates. As per the latest update, DMER has released the round 1 allotment list for Haryana NEET 2021 counselling
The haryana state NEET counselling for round 2 has not started yet, so you have to wait for it.

Now as you have been alloted a college in neet counselling. So, next step is you have to report at alloted college. Candidates have to submit original copies of following documents while reporting at allotted college:
NEET admit card
NEET score card
Class 10 th certificate and marksheet
Class 12th certificate and marksheet
ID proof.
Eight passport size photographs
Provisional Allotment letter
Caste certificate (if applicable)
Pwd certificate (if applicable)
After that college will instruct you for admission.

In Haryana once you received the Income Certificate, then it is valid for a year's time from the date of issue. And the timeline for issue of income certificate is said to be 7 days from the date of application. Hope you are doing well.See , with this score getting a government medical seat in either of the states isn't possible as per previous year's cutoff trends .
In 2021 , the cutoffs are expected to be somewhat similar to last year's or may increase marginally.
In Haryana, the cutoff score for an SC category candidate in order to get a government medical seat through Haryana State quota counselling was 495 with a closing AIR of 90,400.
In case of Chandigarh , the cutoff score was 424 with a closing AIR of 158937 for an SC category female through SQ counselling in the 2nd round .
As , you mentioned that you are not willing to get a management quota seat and don't want to pursue any courses as well ,I'll suggest you to take a year drop and prepare so that you can get your desired government medical college the next year .

Firstly I want to tell you that any student from any other state can apply for WB jee retailers outsiders too to take admission but the students must keep in mind that they are from other states so they won't be getting state quota and they have to score high to get into the merit list.
And as you are asking you are from Haryana state so I would be suggesting you that you won't be getting any state quota and also you won't be getting any category relaxation,you would be considered as a General category student. So if you can compensate these things then you must take admission there and give a chance to see that whether you are able to qualify or not.
Also you have to score very much to get admitted there because most of the seats are reserved for theirs state students and if you are thinking to get Jadhavpur University then you might find it more difficult.

The government of Haryana has initiated the process of the Common Eligibility Test (CET Haryana) for the recruitment of Group C and Group D Posts. The candidates who pass the HSSC CET and have a valid CET score card can apply for Group C and Group D posts advertised by the HSSC.

As per previous year trends, the NEET UG Cut off score to get Government BAMS College in Haryana is as follows -
However, cut off varies from year to year as it depends on various parameters (like difficulty level of question paper, number of newly opened colleges, number of candidates who appeared in the exam, etc).
