B. Plan is a 4-year bachelors course program which involves basic knowledge and training about professional planning.
Through the course, the students are given theoretical and practical knowledge about planning, engineering and designing urban human settlements.
The admission procedure is majorly entrance examinations based, followed by counseling or personal interview. The entrance tests are held nationally or regionally or by the respective colleges.
But if want to design buildings then i recommend b.arch degree program.
And you can give IES exam based on your Engineering degree with the age limit up to 30 year's.

Yes, candidates who have passed in Engineering from a central or state University or any recognized institute is eligible to appear for IES examination. The minimum age requirement is 21 years and the maximum age limit is 30 years and relaxation is given for reserved categories depending on the category. Candidates who are in their final year of the qualifying exam are also eligible to appear.

Since the minimum eligibility to appear in GATE exam is to have a B.Tech degree. So either you have M.Tech degree with yourself or not it will not cause any problem.

You have a very good rank and have great opportunities to pursue Bachelor in Architecture as a career. Andhra University Institutes which offer architecture provide admission to students with a very good rank ( also to students with a good quota rank). The only catch in this aspect is that the number of seats available for architecture is much less when compared to the total number of architecture seats available or provided by the government institutes. This should not be a problem for you as you have a very good rank and should crack your way in to a very good institute at ease without much problem. You also have a very good IPE score. So don't worry much.

IES is an Indian engineering services exam conducted once a year nationally. The students who are eligible for the exam are the ones who completed their B.E./ B.Tech degree from any branch.
IES exam is conducted for the government officers to tackle the technical works in the government department. A person who is in his last year of engineering may also apply for the exam. The age criteria for the IES exam is 21 to 30. The average or starting salary of a candidate is 37,500 to 60,000.

Yes any steam student can give the IES exam, you just need to choose the exam paper stream like for which stream you have to give the IES paper, you can choose other streams as well apart from eee, this would help you to give the ies paper, but that would be very difficult so start preperaing from today.

Tech ( FSP) is an interdisciplinary course and relates to design, planning, and maintenance of residential, commercial or institutional buildings such as schools,hospitals,shopping malls and so on. The curriculum includes subject about HVAC, electric power, firefighting, plumbing and lighting systems. The graduates have opportunities in public and private sectors such a s planning died,consultant for architecture plans,software field and so on. The placements are good for the course so of is an good option for studies. ESE is conducted annually by UPSC to recruit engineers in four domains such as Civil, Mechanical, Electrical, Electronics & Telecommunications for the techno –managerial posts. The eligibility for the exam is a degree in engineering from a recognized university. They don't specify a particular specialization so you can apply for it. There are three stages involved in UPSC IES/ESE Exam;
Preliminary is held in offline in MCQs format, it consists of two paper, first is General Studies and Engineering Aptitude for 200 marks conducted for two hours which is a common paper for engineering graduates, and second one is of 300 marks conducted for three hours, it's related to your field which is mechanical engineering in your case. There's negative marking scheme, one-third marks is deducted for each incorrect attempt.
Mains too consists of two papers, each is of 300 marks, and conducted for a duration of three hours, and both are related to your field, that is mechanical engineering.
Personality Test is the last stage which is of 200 marks.
Coming to the syllabus part, Paper I consists of Fluid Mechanics, Thermodynamics and Heat Transfer, IC Engines, Refrigeration and Air Conditioning, Turbo Machinery, Power Plant Engineering, Renewable Source of Energy, and Paper II consists of Engineering Mechanics, Engineering Materials, Mechanisms and Machines, Design of Machine Elements, Manufacturing, Industrial and Maintenance Engineering, Mechatronics and Robotics.
