ECE has started recently in IIT Bhubaneswar and no one has yet graduated so the placements can't be judged. But EEE was always there in IIT Bhubaneswar which had a touch of ECE and had good placements from core companies, PSU, software companies for electrical engineer.

IIT Bhubaneswar ECE branch hasn't yet graduated. But the average package for other departments like CSE was around 15 lpa. And around 10 lpa for Electrical Engineering. While the highest package for any branch except CSE (and few non-core branches like petroleum, geology have almost zero future scopes) was 8.5

So BVSc course has been included in KCET from 2018 . So it conducts entrance for admission to dental , medical and pharma colleges . Non Karnataka students can't write KCET for BVSc course .  Rank depends upon marks scored in PCB in KCET and those of 12th

As your rank is very good but you also belong to Schedule Caste category.so as per the resources available and analysis of previous year cutoff there seems no chance for you to get a seat in electrical engineering department in IIT BHUBANESHWAR. however the cutoff changes every year,it

             IITs so not conduct spot counseling or something like that. There are limited seats for M. Tech in IITs and it usually fills up by counseling only. IIT Bhubaneswar is a good IIT. You can stick to it.

Dhanbad will be best option for you. Because academics and placement statistics are much better than other college mentioned here.
