According, to Careers 360 IIT Kharagpur has AAAAA ratings which means ExceptionalId and RV College of engineering has AAAA+ ratings which means Outstanding.

Both the colleges are very good. It totally depends on your interest you want to go for which course.

If we talk about college reputation than IIT is the one to choose but in terms of course you will have to decide as per your interest.

Msc Eco is a degree course, 5 year course whereas Btech is a professional course, 4 year course.

According to counselling year of 2016-2017, for IIT Bombay & kharagpur, u need to rank under atleast 2500 (general), 650 (SC) to get those subjects according to 6 rounds of counseling.. Best of luck...
