you did not mention which course you want to pursue. it will not be a problem to study in bangalore even if you are from tamil nadu. all government colleges has some seat criteria for non state candidates.
see in graduation course apart from any particular subject of language
if you want to take admission in graduation courses most colleges teaches the subject in english only except from some few courses which is different language studies.

If you want to take admission in Inter BIPC after BSc computer this is not possible but if you want to take admission in BSC BIPC then if you have the Biology Chemistry in you plus along with the computer then you are good to go.
