Assuming you are talking about educational districts, there are 34 educational districts in the kannada region.

The Bangalore, Belgaum, Gulbarga and Mysore division are further divided into districts by the Department of Education.

You can use domicile criteria of one state where you live more than 10 years. You can't get domicile certificate for two different states.  If you appear exam for non-residential state then you will go under open category. Cutoff for open category is bit low then home state general
