There are no such periodic examination for the post of Assistant Surgeon in Government Medical College/ Hospitals. If there are vacancies created, the notifications are released in the State Health Department website and on the basis of that you have to apply. Based on previous year cut-off, to attain a seat in a government college, a candidate is required to score a minimum of 450 marks in NEET. As you belong to reserved category therefore the SC/ST/OBC cut-off score was 146-113, under state quota you might get a semi government college.

Yes you can get a seat in private medical colleges as the cut off is slightly lower as compared to government colleges. You might not get unreserved seat with that score but you can always opt for management quota.

Ex servicemen quota in MBBS colleges is available for the student who have qualified in the NEET UG exam and have to appear in state quota counselling for MBBS seats for that respective States MBBS colleges. InAll India quota which has reservation of 15% has no scope for getting exservicemen quota for taking admission in MBBS seats in MBBS colleges through NEET UG exam. Ex servicemen kids has to acquire or they have to take advantage of their category reservation in India for their own respective state counselling quota after qualifying in NEET UG exam.

As you are belonging to be category there is about 23% of total state quota reservation.and state quota of tamil nadu last rank about 14k and for government college MBBS, last year Community Rank cut off for Backward Class Reservation category was 1364 . The total number of BC Government College MBBS Seats during last year was 711. It took nearly 1364 community rank to fill 711 seats.. almost double the number of seats.
To get into any medical college across India including kerala you need to qualify neet exam.
