For admission in private medical college a student has to get at least marks 350. In connection with percentile measurement for unreserved category 50percentile and for OBC SC ST is 40 percentile is the qualifying percentile.
In your rank 2604 32for MadhyaPradesh you have to you choose private medical college in and out of Madhya Pradesh.

In 2019 , 530 marks was the lowest marks that got a government medical college under MP State quota for general category and it was for Government Medical College, Shivpuri
But cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
Also, this year neet qualifying cut off marks has increased a lot so cut off marks for a seat in medical college is also expected to increase
So , you should have at least around 575 marks to be on the safer side in your neet 2020 examination

I think you are confused between cutoff for MBBS colleges and cutoff for qualifying NEET.
The cutoff marks for qualifying NEET 2020 is 720-147 for general category and 146-113 for SC/ST/OBC category students. That means, students scoring less than 147(general) and 113(other categories) are not eligible for MBBS course.
Now, different colleges have different cutoff. Top medical colleges admit students first who have scored higher marks. Similarly, government colleges have higher cutoff marks than private medical colleges.
Now, EWS students have same cutoff marks as general unreserved . However, 10% of the seats will be reserved for them. THose candidates whose family income is less than or equal to 8LPA are eligible to apply under EWS quota.

As of now its tough to say which college you can get because the cutoff changes every year with college and this year the cutoff went high and also few seats have increased.the cutoff may change due to many reasons like difficulty level of paper,number of students appearing for exam etc.but with previousyear analysis and your rank we can find you possibilties into colleges.with your marks and last year data you have no chances to fetch a seat in government colleges as you need atleast of 520+ that too according to last year data ,this year cutoff rose by 30-40 marks more.you have very few chances to fetch seat in private medical colllegeslike:

Yes, you can use your central list OBC certificate . It would not be an issue because it does not depend on your domicile . If your certificate would have been issued by state government then it would have been a problem but central list or certificate issued by the central government can be used all over India . Having said that it would not be a problem so you don't need to worry.

To go for the Veternary College you have to appear for NEET as the entrance exam to enroll for Undergraduate Course. For MP state there is no separate entrance exam to go in the Veterinary Science subject.
For Post Graduation, you can appear for ICAR AIEEA, M.V.Sc. exams for the top veterinary colleges for Post Graduation.
