However, you do not get any kind of reservation, you will only be considered under all India category. And so you won't be eligible for government and as well as government aided colleges as well.

You will only be able to get admission into private engineering colleges in Maharashta. With reference to your above mentioned query, I would like to tell you that you should take Private BAMS College in Pune through state quota in Maharashtra. You can also take admission in Deemed Universities of maharashtra but taking admission in those universities would cost you 3-4 times more of the usual fees. So, I would recommend you to go for the Private college through State quota.

If you want to be eligible for state quota of Karnataka for government seats then you should satisfy domicile conditions of Karnataka which are enlisted below for MBBS admission :-

>>>>>>>>> The candidate must have studied in a Government recognized institute located in the state of Karnataka for minimum of 7years , or

>>>>>>>>> The candidate must have passed Class 11 and 12/1st and 2nd year PUC from a Government Institute located in Karnataka State and either of the candidate’s parents should have studied from Karnataka for a minimum of 7 years, or

>>>>>>>>> Candidate who has passed the qualifying examination from an institute located outside Karnataka can be eligible for Karnataka MBBS admission if either of his/her parent’s is a domicile of Karnataka state. In this case, the mother tongue of the candidate or either of the parent’s mother tongue should be Kannada, Tulu or Kodava and the candidate has to give a Kannada language test.

So you can check your eligibility as per the last point because you do not fulfil first two points.

No Jharkhand is not an open state just like Maharashtra, other state candidates cannot take part in Jharkhand state counselling for medical colleges, this is because just like Maharashtra, Jharkhand is also not an open state. If you are seeking admission in medical colleges of Jharkhand then you should either get it through AIQ counselling or you should have valid domicile of Jharkhand which you don't have so AIQ counselling is the only way for you.
