You have no chance to get goverment college on this rank. The cutoff for the government college in general category is about 600 to700.
You can apply in other private colleges in it .

Chances of getting into a Government affiliated college with a rank of 9938 are bleak . You should try applying at those colleges were the closing rank came close to 7000 or 8000 and also must look for private colleges .
