First of all congratulations for such a great percentile score .
According to the given percentile your predicted rank will lie somewhere around 39,692-44,620 , and since you belong to obc category you can easily get a seat into nit. You can also get a seat in NIT Silchar (northeast nit) . Regarding the branch , I would suggest to you to prefer your interest among the branches you are getting because at the end of the day you would not get boredom in studying your interest.

Both NIT Jalandhar Electrical as well as PEC Chandigarh Mechanical have equally good Placements. However, Electrical Engineering definitely have greater scope and wider career scope and prospects, secondly the NIT Tag, does give some recognition and benefits during finding Internships & Projects. Hence, incase you dont have any such liking towards Mechanical Engineering, prefer Electrical at NIT Jalandhar over PEC Chandigarh.

Yes, you can get admission into Sant Longowal Institute of Engineering and Technology(SLIET, Longowal). The eligibility criteria for taking admission into SLIET for Diploma in Mechanical Engineering is that a candidate should have passed class 10th(Pass in English, Mathematics and Science is compulsory) from a State Education Board / CBSE / ICSE / National Open School or an equivalent examination recognized by MHRD, Government of India. Admission is through on the SLIET Entrance Exam. A candidate appearing for class 10 can also. So, you have good marks of 89% to get admission into SLIET.

If your rank would be around 45-50K then there is chance that you can get mechanical in the spot round of counselling, and this is for the general candidates. So there is not a chance that you can get mechanical at this rank moreover if you belong to ST or SC category then you might get all the core branches with this rank.

At first congratulations on the start of your journey at Vellore Institute of technology. Yes you can change your branch from mechanical engineering to Information technology or any others through the student program migration window.
This window is available after the end of first and second semesters respectively any student eligible for it can apply for it by filling up the form available at the institution itself. The number of transfers is 2 percent of the total seats available in the program. You will get an email after the first semester explaining the complete procedure.
Note- You will need a CGPA of 8.5 and even higher to be able to complete migration as there is tough competition in that window and transfers are merit based.
