I would suggest you to prefer Mechanical Engineering at DTU Delhi. hope you are doing great. As per your query I would glad to tell you the fact that changing of stream is quite a difficult task specially migration to cse stream because migration only arises when their are vacancy due to some student suddenly got left . But if you dean is saying vacancies are there ,then you should apply ,write a letter to dean complaining about the college authorities irresponsible work and they will definately took action against them

Punjab engineering college (PEC), Chandigarh is an AICTE approved college which offers Bachelor of engineering (BE) in Mechanical engineering which is a four years long undergraduate degree course. According to previous year's data around 70% candidates from this stream got campus placement. The highest package offered was 15 LPA and the average package was 6.5 LPA. Both colleges you mentioned are good and if you have interest in some particular branch then you should definitely go for it. If you are neutral about the branch choice I will give a brief comparison between the two institutions.
1. Placement - Average package at YMCA is around 11-12 LPA for Cse branch while in NIT Kurukshetra it is around 6-7 LPA.
2. Overall College Review- NIT has a higher ranking than YMCA. Infrastructure and labs are better at NIT

CSE is the most preferred branch and the second most preferred branch is ECE. Mechanical is the king branch in engineering. So choose accordingly and the most important factor is College if you are getting your preferred branch and the college placement is not so good then don't do admission . Wait and take admission on Good placements colleges which will help you in near future.
UCIT GGSIPU :-
Placements: Approximately 80% of students get placed every year. The highest package offered is around 40 LPA, the lowest package is 3 LPA, and the average package is 4.5 LPA. The top recruiting companies for the college are Accenture, Samsung, Infosys, TCS, Tata Power, Amazon, ION Trading and many others. Almost 65% of the students got internships depending on their skills.
Infrastructure: MAIT campus has a boys' hostel, a library, an amphitheatre, the main auditorium, a mini auditorium, a separate building for badminton courts, a ground, two canteens and two photocopy shops. The quality of facilities is good. The management is very good. The hostel, quality of food, mess, canteen, medical facilities and sports are almost good.
Faculty: The course curriculum is not up to the mark as top colleges, but it is not that bad either. Faculty members in our college are quite good, very hardworking and dedicated. Most of the faculty members are PhD holders. The student to teacher ratio is 25:1, which is average. Every semester, we have two exams, of which one is mid-term, and the second is end-term. The grading system here is a little difficult to secure a good CGPA.
DTU:-
Placements: The placements are really good. Around 80-90% of students got placed, along with 100% placements for tech branches (like CSE, IT, SE, and MCE). Almost all the tech giants visit here like Google, Amazon, Microsoft, Arcesium, Atlassian, Texas Instruments, Samsung and many more. Core companies do visit as well.
Infrastructure: The infrastructure is good, and you will have almost all the facilities. It has an air-conditioned library, well-maintained sports complex, labs, workshops etc. Regarding eatery shops, they have a main canteen which offers food at very affordable prices . Other than that, we have a Nescafe shop, Mic-Mac shop. You will have the best moments of your life. The facilities are good, and we have a badminton court, common room, water purifier etc. Mess offers decent food like any other government college.
Faculty: The teachers are knowledgeable and experienced. It depends upon you how you use their experience and knowledge. If you are not eager to learn, then nobody can help you out. The curriculum is quite old, not updated, and the exams are really easy. You need to study 1-2 days to get good marks in the exams.
