If you gave a entrance exam of CUCET then you have chance of getting admission in haryana university and cutoff vary between 45-50 Marks as best of my knowledge and if you belongs to any category rather than general then yes, definitely you will get a chance.

It is very unlikely to get a govt medical college in Delhi with your rank even in second round as cut offs are extremely high due to high competition. I suggest you to hold on to your seat in NSCBMC or give for second round counselling of AIQ.
